Manager's Report

I. Painting Proposals:
Meetings have been scheduled with additional painting companies to provide proposals for the various areas that have been requested to be re-painted. I hope to have all information for the Board of Directors to approve for commencement in April. Currently, I have been trying to work with Arrowhead Painting, Silverado Painting and Albrect Painting.
II. Lake 8 Drainage Issue:
As per directed at the last meeting, I contacted three drainage engineer companies regarding the Lake 8 drainage issue. The original engineers were contacted regarding their findings and I was told that they would try and pull archives from the files. I contacted Grading and Drainage Engineers and they stated that they could not assist Ventana Lakes. I then contacted Brown Engineers that did the last report for the Association on behalf of the builder. First and foremost, the report does indicate that the Association is in compliance with all City codes and regulations. Based on my conversation with Rudy at Brown Engineering, the Association should first check all areas of drainage to ensure that there are no blockages or impediments that would cause the lack of water fall. The water will come up to the sidewalk edge based on the original design of the water accumulation. Should there be no blockages of any of the drains, there could be some changes that have occurred and again, I am being told that the Association would have some level of commitment to take care of the problem. As such, if necessary, Brown Engineering would charge approximately $1500.00 to re-evaluate their report. This includes about 15 hours of labor. I have spoken to Howard and Brad to assist in checking the drainage areas. I recommend we table the approval of the funds until such time as all drains are investigated.
III. Tree Removal and Landscape Update:
The trees on lake 2 were removed per the proposal. Per instruction of the Board of Directors a waiver was obtained by the owners of this property and is now located in the lot file of the homeowner. The Association will bear no further responsibility for any planting of trees/bushes/shrubs in this area. Further, the homeowner will need to seek Architectural approval for any future plans for any planting. In addition, the landscape walk-thru notes have been completed. I am waiting for Scapes to submit and re-submit several proposals for work that is to be completed within the community. Landscape chair is working on tree replacements within the community and this should be begin in the very near future. Scapes has been directed to price and deliver granite for replenishment in the Gardens area as well as along the lakes, where it is necessary to perform fill-in with river rock where erosion has taken place. I have requested a deadline of the end of March for completion of granite/river rock issues.
IV. Architectural Standards:
To date all letters for architectural standards have been sent out to the members of the community based on the quadrant we are working on. Response has been both positive and negative. We are working as diligent as possible with all homeowners to bring their homes into compliance with the documents and guidelines of the community. Variances are being issued or denials of items that have no approval are being requested to be removed, replaced or submitted to the Committee. The overall goal is for conformity and unification in accordance with the VLPOA documents for the spirit in which they were intended.
V. Boat Registration:
The boat registration is almost completed and we have been successful in working with homeowners that may not have been in compliance or resolving issues that were approved previously. With the funds that are collected, new batteries for the golf cart will be purchased.
VI. Age Verification:
There have been several updated age verification forms that have come in after the deadline as well as some re-sales that have required us to wait for the new homeowners paperwork. As such, the number of violation letters that will be sent has decreased. Further, keep in mind that the age verification process is performed on an administrative level, in which we are verifying that there is proper documentation in each homeowner file verifying that someone 55 years or older is a permanent occupant of the home. If a homeowner believes that another homeowner is in violation but the accused homeowner’s lot file is in order, it will become the burden of proof for the homeowner that is alleging the violation to provide that the violation exists for the Board of Directors to determine the course of action to be taken.
VII. Dock Owners:
We will complete this matter within the next thirty days. The direction from the Board of Directors is to request that all dock owners provide a certificate of insurance carrying a one million dollar liability limit. Responses from homeowners will be duly noted and provided to the Board of Directors on a regular basis.
